  • The MFPU meticulously assesses the fiscal impact of new revenue and expenditure estimates, ensuring a solid foundation for financial planning.
  • Spending agencies collaborate with MFPU to cost existing initiatives and identify fiscal space for new initiatives
  • The budget team prepares medium-term strategy budget guidelines, encompassing a provisional aggregate expenditure and ceiling at the agency level for the upcoming fiscal year and the following two fiscal years.
  • In addition, the budget team would incorporate output, outcomes, and KPIs (Key Performance Indicators) that are directly linked to measuring the efficacy of strategic priorities.

6–9 months before the fiscal year:

  • The MFPU present an in-depth fiscal analysis to the cabinet, comparing the current medium-term budget expenditure with the previous one and providing transparent explanations for any changes, in addition to assessment of compliance with fiscal rules and emerging fiscal risks`
  • The cabinet reviews MFPU’S submissions and provides strategic directives
  • The cabinet approves the resources, including a hard ceiling to cap expenditures for the total budget as well as specific levels for each ministry for the next fiscal year.
  • An indicative forward estimate is also provided for the subsequent two fiscal years.
  • The updated medium-term budget strategy is approved by the cabinet and submitted to parliament for information, creating a transparent and accountable financial planning process.
  • Spending agencies are promptly provided with the approved guidelines to prepare their three-year budget submissions, guided by expenditure ceilings and strategic priorities.

3-6 months before the fiscal year:

  • The Finance Ministry thoroughly reviews spending agency submissions, meticulously assessing alignment with priorities and expenditure ceilings.
  • Minor differences are ironed out through productive meetings, ensuring a harmonious and cohesive financial plan.
  • Any significant matters affecting funding or other differences are referred to the cabinet for swift resolution.
  • The Finance Ministry then consolidates all inputs and prepares the final budget, incorporating revisions and directives from the cabinet.

0-3 months:

  • The cabinet meticulously reviews the budget, endorsing the expenditure ceilings and formally submitting it to parliament for approval.
  • Spending agencies revise their sector strategies and meticulously prepare business plans that align seamlessly with the indicative expenditure ceilings.
  • To ensure accountability, the agencies and ministries sign a performance agreement with the Minister of Finance, clearly indicating the desired results (outputs and outcomes) that will be achieved through the allocated funds.
